올해 72세의 노익장인 도널드 트럼프 (Donald John Trump) 미국 대통령의 미국 내와 전 세계 글로벌 국제정치 무대에서의 자신감 넘치는 행보가 예사롭지 않다. 그 이유를 정확히 알아내야 향후 21세기를 살아가야 하는 한국을 포함한 각 나라들과 그 나라들 속의 각 개인이 슬기롭게 대처하여 자신의 인생을 멋지게 성공시키며 살 수 있다. 트럼프 미국 대통령의 이러한 거칠 것 없는 국내와 국제정치에서의 자신감은 어디서 오는 것일까? 단순히 사업가적 기질일까? 그의 자신감은 다름 아닌 미국이 보유한 횡재에 가까운 에너지 개발에 근거하고 있었다.

2016년 11월 8일, 미국 제45대 대통령을 뽑는 투표일 서너 달을 앞두고 미국 시민권자인 동포들 사이에서 우려의 말들이 많았다. 공화당내에서도 낙선할 줄 알았던 트럼프 후보가 압도적으로 공화당 대통령 후보로 선출되고, 선거일이 다가올수록 힐러리 지지율이 떨어지고 트럼프 지지율이 올라갔기 때문이다. 대부분의 동포들이 걱정하고 있을 때, 한인 동포들 중에 유학파로 미국에서 학위를 받고 미국 내에서 안정적인 직장에 나가고 있는 한인 지도자들은 오히려 여유가 있었다. 그 지도자급 동포들은 힐러리가 대통령이 되면, 기존 오바마 정권과 비슷한 방향으로 정책이 시행되어 이민자들이 편하게 살 수 있어 좋고, 트럼프가 대통령이 되면, 미국 중심의 정책으로 시민권을 획득한 이민자들에게 더 좋은 직장의 기회가 주어질 뿐만 아니라 김정은 북한 국무위원장을 확실하게 제압하여 남북통일이 예상보다 훨씬 빠르게 진척될 수 있어서 좋다고 예견하였다. 실제로 이 예견대로 트럼프 정권 1년 반 만에 미국의 실업률은 역대 최하로 낮아졌고, 김정은 국무위원장과의 정상회담을 통해 핵 없는 한반도 시대가 열렸다.

미국의 2차례 횡재로 인한 에너지 확보
고대부터 현대까지 모든 국가 전쟁은 에너지 확보의 전쟁이었다. 경제적 우위를 갖기 위해 군사력과 외교술이 동원되었다. 그런데 300년도 안 되는 짧은 역사를 가진 미국은 3번이나 국가적 경제 횡재를 맞았다. 첫 번째 횡재가 1803년에 미국이 프랑스로부터 남북한 넓이의 10배에 달하는 루이지애나 땅을 단돈 1,500만 달러에 매입한 것이다. 현시가 3억 달러에 달하는 땅이었다. 두 번째 횡재가 1867년에 미국이 러시아로부터 남북한 넓이의 7배에 달하는 알라스카를 단돈 720만 달러에 매입한 것이다. 현시가 20억 달러 수준이지만 그 땅이 가지고 있는 천연자원과 지하자원은 상상을 초월할 만큼 무한대이다.

미국의 3번째 횡재와 트럼프 대통령의 자신감!
20세기와 21세기의 국제분쟁의 중심에는 석유전쟁이 자리하고 있다. 미국이 중동의 그 복잡한 정치에 직간접으로 개입하고 지난 30년간 중동에 항공모함 2척을 상시 배치하느라 매년 3,000억 달러의 국방비를 쓰고 그보다 더 많은 수천억 달러의 석유를 사 오는 것 모두 석유전쟁의 일환이다. 그런데, 미국이 이제 더 이상 그런 석유전쟁을 할 필요가 없어졌다! 석유 전문가인 스티븐 무어(Stephen Moore)와 캐슬린 화이트(Kathleen H. White)는 “미국은 사우디아라비아, 이란, 러시아, 중국, 그리고 OPEC 국가들 모두를 다 합친 것보다 더 많은 석유와 천연가스를 보유하고 있다”고 주장했었다. 그러나 그 석유를 시추해내는 시설비가 중동에서 석유를 사오는 것에 비해 훨씬 비쌀 것으로 예상돼 시추를 못하고 있었다. 그런데, 텍사스의 중소기업 석유회사 회장인 조지 미첼(George Mitchell)이 개발한 프래킹(Fracking) 공법으로 미국 본토 전역에 널려 있는 셰일가스 혹은 셰일석유를 중동에서 수입하는 것보다 훨씬 싼값에 채굴할 수 있게 되었다. 유명한 국제정치학자 조지프 나이(Joseph Nye) 교수는 “미국은 앞으로 적어도 200년을 쓸 수 있는 석유와 100년을 쓸 수 있는 천연가스를 보유하고 있다”고 주장하고 있다. 이 주장대로 미국은 식량과 에너지 두 가지를 다 자급할 수 있는 역사상 최초의 대제국이 되었다. 그래서 하버드 대학교 행정대학원 박사과정 교수인 메간 오설리반(Meghan O’Sullivan) 박사가 Windfall: How the Energy Abundance Upends Global Politics and Strengthens American Power(횡재: 새로운 에너지의 풍요로움은 국제 정치를 어떻게 뒤집어놓았고 미국을 강력하게 만들었나) 라는 책을 쓰기도 했다. 오바마 대통령이 환경문제로 석유개발에 주저한 것에 비해 트럼프 대통령은 미국 석유 채굴을 적극적으로 지지한다. 향후 100년간 미국은 세계경제의 패권국이 될 것이며, 트럼프 대통령의 국제정치는 미국 중심으로 더 자신 있게 진행될 전망이다.

Predictions of Korean American Leaders
On November 8, 2016, it was the election day for the  45th President of the United States. From three-four month ago from the election day, Korean-American worried the election aspect and atmosphere. Most immigrants include Korean-American like Democratic candidates because the Democratic Party generally implements favorable policies for immigrants. So, the Korean American community also supported the Democratic candidate, Hillary Clinton. But Trump, who knew he would lose in the Republican Party, was overwhelmingly elected as a Republican presidential candidate. As the election day approached, Hillary 's approval rating dropped and Trump' s approval rating rose. Thus, most Korean-American worried the rating mood. When most ordinary Korean-Americans are worried, Korean American leaders who have received a degree from the United States and are in stable employment in the United States were able to afford it. The Korean-American leaders thought in case of Hillary became the US President, it is good for the immigrants to live comfortably in a policy similar to the existing Obama administration, or in case of Trump became the US President, he would make better jobs for immigrants who acquire citizenship and he would be overturned Kim Jung Eun and the unification of North and South Korea would be able to progress much faster than expected. As predicted by Korean American leaders in the United States, the US unemployment rate has fallen to the lowest level in a year and a half of the Trumpian regime, and through the summit meeting with North Korean Kim Jong Eun, he is striving for a nuclear-free Korean Peninsula.

President Trump's Confidence in the US and Overseas Politics and the American Windfall
Since ancient times through today, all of  international wars were war of energy security. Military power and diplomacy were mobilized to gain economic advantage. If the nation is economically prosperous and the individual citizens live well, the president will be re-elected to the presidency, but the economy becomes difficult, the president will be defeated in the next election. When the diplomacy was not mobilized in order to secure energy among nations, there would be raised an armed war to try to secure the energy.
The United States, which has a short history of less than 300 years, has had three national economic windfalls. The first windfall was in 1803 when the United States bought Louisiana, which is ten times the size of North and South, from France, for only $ 15 million. The current price was $ 300 million. The second windfall was that in 1867, the United States bought Alaska, which is seven times the size of North and South Korea, from Russia for only $ 7.2 million. The current price is about $ 2 billion, but the natural resources and underground resources of the land are unimaginably infinite.

The basis of international disputes and international politics in the 20th and 21st centuries was the war to secure oil. White said: “The United States has more oil and natural gas than Saudi Arabia, Iran, Russia, China, and OPEC countries combined.” However, the cost of drilling the oil was much expensive than to bought from the Middle East, so it could not drill. But George Mitchell, CEO of the Texas Medium Sized Petroleum Corporation, exploited the developed cracking technique to drill gas and oil, which is virtually in exhaustible through out the continental US, at much lower prices than importing it from the Middle East. Professor Joseph Nye, a prominent international political scientist, claims that "the United States has at least 200 years of oil and 100 years of natural gas for using. "Therefore, the United States now has the energy to spend for 300 years in the US alone and for 100 years with all of the world. The United States has become the first major empire in history to be able to self-support both food and energy. The condition of the super power world which is not comparable with the last century is fully equipped. Hence, Dr. Meghan O'Sullivan who is a professor of Harvard University's Graduate School wrote a book. The title was 『Wind fall: How the Energy Abundance Upends Global Politics and Strengthens American Power』. Although former President Obama is reluctant to develop oil due to environmental problems, President Trump strongly supports US oil exploitation. The rising of China over the past decade has been a hot topic among the international politic leaders, but the ‘Rising of China’ can not be a game with the United States. Over the next 100 years, the United States will again be a hegemony of the global economy, and President Trump's international politics will be more confidently centered around the United States. The President of Korea and other countries, politicians, scholars, CEOs, leaders, and even ordinary people should focus their future plan to this US wind fall and Trump’s confidence to success their countries and their future life.
